Hunters can pick upShards of Galanor; Titans can grabArmamentarium; and Warlocks can buyKarnstein Armlets.
Xur Location
Spawn in at the Tower and hang a right past Banshee-44.
This version of the armor might work best as a PvP-focused piece of gear.
You’ll need to mod recovery and discipline, as those stats are very low.
Strangely, the recovery stat on this is extremely low, while mobility is unnecessarily high.
Intellect is the highest stat, but discipline and strength pale in comparison.

Increased ammo reserves.
For his rotating selection of Exotic weapon catalysts, he’ll sell two each week.
Xur will also have three random Exotic weapons available for sale, in addition to Hawkmoon.
