You cant access this temple straight away, however, as you oughta start theSidon of the Zoraquest first.
To access this temple, you gotta start the Yunobo of Goron City quest.
Lightning Temple location
TheLightning Templeis located in the Gerudo Desert - roughly south-west ofGerudo Town.
If you want to complete this temple, you must first start the Riju of Gerudo Town quest.
After finishing all four temple, return to Lookout Landing and talk to Purah.
With Regional Phenomenon done and dusted, you could now complete theCrisis at Hyrule Castlequest.
