To reach Frostcrag Spire, fast travel to Cloud Ruler Temple just northwest of Bruma.
Here, turn east at the top of the mountain.
Inside the house, interact with the book sitting on the hand made of ice.
There’s also a Nirnroot Plant that grows there, which you need for theSeeking Your Roots quest.
You’ll just need roughly 14,000 gold to make it all come together.
