More perk slots unlock as you level up your weapons.
Weapon levels are a new stat separate from their power levels and have no effect other than unlocking perks.
For now, only weapons from The Witch Queen expansion are craftable, including the new Exotics.
Bungie will be adding more patterns over time.

Most weapon Attunement missions just involve using the weapon in combat until the Attunement meter reaches 100%.
you might claim whichever material you choose, but only one of the set that’s available.
You obtain all Resonant materials except the two Alloy types from attuning weapons and extracting their materials.
Some crafting quests reward you with Resonant materials as well, though these run out quickly.
