The Dojo is still a vital building and you’ll not want to ignore it!
The purpose of your Dojo is to train the allies you’ll make during your travels across Japan.
Especially when you reach the late-game and are facing far stronger foes.
You’ll then want to invest some time in ensuring your allies are trained up to the Veteran rank.
The trick to making the most out of the Dojo is ensuring an ally is also using it.
Basically, keep training allies until you feel like you really need to upgrade the Dojo.
Each one provides you with a bonus, which will definitely come in handy as you travel across Japan.

Scouts are a vital part of Assassin’s Creed Shadows thanks to the variety of uses they have.
